The Brine sabre requires 40 attack to wield. The brine sabre is capable of an underwater-only special attack called Liquefy, for more information visit our Special Attacks guide.

After completion of Olaf's Quest you are able to attack Brine rats. You need level 47 slayer to kill them or you will just end up hitting 0's. The Brine sabre is a rare drop so it can take many kills.

You can wield the sabre without having started the quest though, and it is a good alternative to the rune scimitar for level 40-60 attack.
