You can start The Blood Pact quest by speaking with Xenia in the Lumbridge graveyard. The quest is extremely easy and took me just 5 minutes to complete. You just have to go downstairs and fight three fairly low-leveled NPCs and you're done. Remember to come back upstairs and speak with Xenia, ending your conversation with, "I think I'll go now." to claim your reward.

The new area unlocked in this quest is called the Lumbridge Catacombs. It is mostly a newbie's training dungeon with Skoblin, Corpse archer, Skeleton, and Corpse Mage. At the end of the Catacombs is the level-20 Dragith Nurn that drops Mask part 5. Combine all five of the pieces to get a Mask of dragith nurn. Once you've wielded the mask, grab all the statuettes found in various parts of the Catacombs and take them back to Xenia. She'll pay you some coins for them.
