The cost is 25 ecto-tokens (10 if you wear the Ring of charos(a). Fastest way to get to Port Phasmatys is ectophial teleport or Fairy Rings code ALQ.

In the desert between Shantay's pass or Sophanem. Look around Nardah, Pollnivneach, and Bedabin Camp.
