Spiritual mages can only be found in the God dungeon, and you need 83 slayer to be able to attack them. Wearing a Zamorak item will prevent them from attacking you, otherwise they are aggresive.

Tactics

The most effective is to use either Monk robes, Initiate or Proselyte armour. This will grant you high prayer bonus which means you can stay there for longer. Always use protect from magic while fighting them.
