Wearing a Saradomin item will prevent them from attacking you. Level 68 slayer is required.

Tactics

It is best to use melee armour. They don't have a reasonably high attack level, however they can hit up to 130. You can range them or use a halberd -over the pile of bricks, which essentially, will prevent you from getting dealt damage. It is suggested however to attack them whilst they are in direct combat with another NPC, as that way, they focus their attacks on them.
