You can get these as a Slayer task from Summona, Duradel or Lapalok. You need to take a lantern and a tinderbox with you into the caves. The cave itself, is home to a number of traps, some of which can disease your character, so it it recommended you take a Super restore,Relicym's balm and an Anti-Poison.

Tactics

Protect from missiles is recommened as they are in a multi-combat area and can hit high. The lower level of the dungeon, you can use a dwarf cannon to kill more than one ranger at a time. Using this method reduces task time dramatically. The upper level of the dungeon there are individual Scabara mages and rangers making it possible to slay one Scabara at one time. Scabara's usually respawn within 10 seconds so it's recommended to stay in the one spot and just kill the respawn. However be aware of the traps on the upper level.
