Have to fight in the Haunted Mines quest. Also note that the Dragon scimitar special stops him from becoming ethereal for 5 seconds.

Tactics

He's actually quite experienced for a level 95. He will attack using range, which are flying axes. It's recommended to use melee, as he has high hits. Beware of the haunted moving carts, as they can do severe damage. Just watch your health, use prayer, and you'll be fine.
