Part 1:
Consortium mines
Step 1
Ask Lava-flow miner Sven for a tour
Rescue the trapped miners
Items needed: Any Pickaxe
Before travelling to Keldagrim to start the quest, bring any type of pickaxe with you. A bank is in West Keldagrim should you need to retrieve it from there. Talk to Lava-flow miner Sven who is east of the Blast Furnace entrance. He will offer to give you a tour of the Consortium lava mine. Agree to let him show you, then a cutscene will play with dwarves mining.
Foreman Jaak, who watches over the mine, discovers that a cloaked figure has entered the mines. He destroys the mine with a powerful spell, leaving the miners trapped underneath rubble. Foreman Jaak pleads you to rescue the miners. Mine the rubble away according to the following diagrams to rescue the 6 miners. Only one miner can be carried at once, so you will need to rescue each of them then use them on Foreman Jaak, and repeat this for all of them. This puzzle is fairly simple and should not take long to complete.
Get out of the mines to see Veldaban (who is now an ordinary citizen) with a band of protesters just outside. Talk to him, and he will tell you he heard there was a Chaos dwarf attack. You will be given a list of things to say, but whichever chat options you choose at this point doesn't matter. A Black guard will approach Veldaban and inform that he is under arrest. Again, choose any option. You will now need to meet up with him on the top floor of the Consortium building (the large buildling in the centre of town).
Step 2
Go to the palace's top floor
Negotiate with the 4 directors
4 of the 8 company directors are present, as well as Veldaban and the Consortium general secretary. Talk to Veldaban and he will tell you to convince the directors to let him go. Note that you will also need to convince Veldaban himself to calm down to complete this puzzle. You will need to talk to the following people:
- Green Gemstone director - say "I was there when the explosion happened" then "I rescued some of the miners"
- Yellow Fortune director - "Why did you arrest Veldaban?" then "Veldaban's popular. Arresting him makes you look worse."
- Blue Opal director - say "Tell me about the lava flow mine" then "So the chaos dwarf blew up the secondary boilers?"
- Brown Engine director - say "What did you want to do about the miners?" then "It was a difficult decision. I understand."
- Veldaban - say "Why are you so angry?" then "You should try to calm down"
After you manage to convince them all, talk to the Consortium general secretary to let them pronounce their judgement. Each of them will express that Veldaban deserves to be set free. However, a Black guard will enter and report that not only is there a Chaos dwarf army spotted in the Barendir caverns, a crowd has been formed outside the palace's east door around someone called Hreidmar, apparently making a speech about a king. Your task will be to control the crowd first.
Part 2:
Only a king
Step 1

Find Meike in the tower south of West Keldagrim
Talk to Hreidmar. He explains to the crowd that the Consortium will only lead the city into further peril and that the solution is to let the city be run by kings again. Veldaban suggest that you find someone called Meike, the leader of the Monarchist Society, of whom the crowd may know her location. Talk to any Protester and ask where she is to find out she usually goes to the King's Axe inn. This is the pub in West Keldagrim, so travel there and you will see a man called Luitger instead. Ask him where Meike is, and he will say she should have joined the protest by the palace. Ask why he isn't at the protests to find out someone got arrested. Veldaban suggests this person might be Meike, so go to the Black Guard HQ (north-west side of West Keldagrim).
Upon reaching the HQ, a dwarf called Klaas seems to be the arrested one. Talk to him, and he reveals he knows where she is but won't tell you. Veldaban will step in and convince him, and he will tell you she went to the tower south of the city. Go south to the tower, then go up the stairs to the top floor and talk to Meike. She too believes in letting a king rule the city again, but not the way Hreidmar is doing it. Say that you could get into the record chambers, and Meike will tell you that the keys to the chamber are kept in West Keldagrim's library. She states that the librarian there will let her borrow the keys, which will grant them an oppurtunity to forge mithril keys out of a mould pressed into them.
Step 2

Go to the records chamber
Items needed: 6 Soft clay, 6 Mithril bars
Make sure you have 6 Soft clay and 6 Mithril bars before proceeding. Meet Veldaban and Meike at West Keldagrim's library (check where this is on the world map) then talk to Meike. She will tell you to ask the Librarian to open the display case, so talk to the Librarian nearby and do exactly that. After retrieving the keys, open the cabinet next to Meike and use the Soft clay on her. Talk to the Librarian again and ask about the keys to distract him while she deals with the rest. Afterwards, talk to Meike again to receive 6 Keldagrim key moulds. You will now need to find a furnace to make the keys from these moulds.
The nearest one is in Edgeville. Take the mine cart in East Keldagrim back to the Grand Exchange, then head to Edgeville by crawling into the Underwall tunnel in the north-west side of the place. Alternatively, simply use a charged Amulet of glory to teleport directly there. Go to the town's furnace and use the Mithril bars on it to receive the newly-forged Keldagrim keys. Feel free to destroy the moulds as you will no longer need them with the new keys made.
When you are finished, go to the records chamber which is built into the wall west of the Black Guard HQ in West Keldagrim (marked with a '!' symbol on the minimap). Enter the chamber then speak with Meike. The locks appear to have been muddled up, so each key will need to be tried with different locks to see which key is supposed to unlock which one. There are 6 Keyholes to the west and a big door.
From keyholes to the left of the door to the ones on the right, place keys 5, 1, 4, 6, 3, and finally 2 in that order. Make sure you start from the south then work your way up to the north.
Once the door opens, Meike and Veldaban will enter. Unfortunately, they find out Hreidmar is the rightful king of Keldagrim. Meike plans to alter the records to change that fact, and tells you and Veldaban to face the Chaos dwarf army instead. Return to the bank in Keldagrim and take your armour and weapon (you will only encounter one fight which is not difficult, so any weapon will suffice). Talk to him and choose to follow him to where the tunnel to the army is, which is actually just south of Keldagrim across the river. Enter the tunnel nearby.

Part 3:
Troll alliance
Step 1

Find Veldaban and Meike outside the palace
Items needed: Decent combat equipment (armour, weapon, possibly food)
Talk to Colonel Grenda, and she will tell you that the Chaos dwarf army spotted at the other end of the tunnel is huge. With no backup available, you and Veldaban will need to deal with them. Run to the other end to see Colonel Grimsson and a handful of Chaos dwarves. Grimsson will tease Veldaban about the death of his girlfriend and begin to attack him. He is level 160 and is fairly easy to defeat since Veldaban will be taking much of the damage; simply use any combat style you wish and heal when necessary. You must defeat him quick enough before Veldaban loses his life points, otherwise you will need to restart the fight. Upon draining all of his life points, he will fall back into the cave.
Talk to Veldaban and suggest allying with trolls, then say that you will talk to them for help, with or without him. He'll return to the Laughing Miner inn (the pub in East Keldagrim). Head south through the tunnel to see a cave in the wall along the eastern side of the tunnel. Go inside and talk to the troll named Pretty Flower.
He will think you are not worthy of talking to him because you are too weak. Ask how you can prove yourself to be worthy enough, and he will tell you to lift the big rock by the door. Lift it successfully, then he will interrupt and say he's actually trying to tell you to lift the troll named "Big Rock". Find him then lift him up (by choosing the 'Lift' option). Talk to Pretty Flower again.
Ask for the troll's help to defend Keldagrim and choose all of the chat options. He doesn't seem to want to help, so talk to My Arm by the door and ask him for a Pretty flower. Use it on the troll warlord Pretty flower, then say it's a gift from Colonel Grimsson. He appears to be angered by the insulting "gift" and agrees to fight the Chaos dwarves.
Head back to Veldaban and Meike, both of whom should be among the protesting crowd by the pub in East Keldagrim. Talk to one of them, then a cutscene will play where the Consortium pronounce that they will step down and become an advisory body to a new king who will rule Keldagrim. As planned by Meike, Veldaban is declared king, and Hreidmar, who is angry that his plan was thrashed, will vanish among the crowd. Congratulations, quest complete!
